In our continuing efforts to provide more accessible training opportunities for all of our referees, assessors, instructors and administrators, NISOA is partnering with United Educators to bring you online training covering several officiating topics. Additionally, we are requiring some training that focuses on topics of national importance aligned with our objective to provide the best training and education for college soccer officials.

The online learning portal is a benefit exclusive to NISOA members. NISOA members will need establish an account with username and password on the portal. Members should go to this page for the information necessary to create an account on the portal. Once you have a username and password, you can simply go to the NISOA Online Learning Portal and login.

NISOA is always actively seeking qualified soccer officials to join our organization to serve intercollegiate soccer. We require at least three years of officiating experience at the high school level or higher with particular emphasis on demonstrated experience and capability with the diagonal system of control. All prospective candidates must apply through a local chapter so visit our chapter locator page and find the nearest local NISOA chapter to contact about membership.

NISOA announced new physical performance test events for new members, renewing members and National Referees in January 2017. New test data recording forms, including a new medical examination/waiver form have been developed and are now available for chapter leadership to download. The zip file (link below) also includes audio files that can be used to administer the high intensity run. 50 Years of NISOA

In 1963, a small group of mostly college coaches met in New York City to discuss the need to improve the quality of soccer officiating at the intercollegiate level.  This was the genesis of NISOA.  In 1964, there was an organizational meeting and Jim Walder, Philadelphia, PA, was elected as the first president.  Long time legend of NISOA, Harry Rogers, Philadelphia, PA was first vice-president.  The membership totaled 184.  In 1966, Dr. Raymond Bernabei was asked to be the National Examiner and he developed the first formal criteria for membership in NISOA.  By 1968, 32 test centers were established around the country to administer the entrance examination.

The 1970’s began with the first National Clinic being held at Ohio Wesleyan.  At the same time, NISOA began establishing relationships with the NSCAA, NCAA, NAIA, NJCAA, NCCAA and NIRSA .  NISOA became partners with the various organization tournament selection committees.  In 1973, the first five year plan was presented by President Raymond Bernabei which established a National Convention, Entry Level Standards, International Exchange Program, Policy Manual, Fiscal Management, National Academy for Referee Training and more.

About Us

The National Intercollegiate Soccer Officials Association (NISOA) is an organization of more than 5,000 soccer officials which trains, certifies and provides qualified soccer referees for the college soccer community throughout the country. The mission of NISOA is to assist in the development of soccer as a major sport in the United States and to improve the quality of officiating at the college and high school levels.

Our goals are:
  • To promote and maintain the highest degree of soccer officiating by following a standard set of mechanics, a uniform interpretation, and a consistent administration of the rules of soccer as set forth on the collegiate and high school levels.
  • To have available at all times an adequate number of thoroughly trained and capable officials.
  • To cooperate with organizations and institutions officially related to the game of soccer in furthering its interests and details.
  • To assign only members of this association who are properly certified, trained and registered as a NISOA member.
